Notice on the Admission of Talented and Outstanding International Applicants for Scholarships of the Islamic Republic of Iran

Instructions on the Conditions and Procedure for Introducing Talented and Outstanding International Applicants by Universities and Institutions of Higher Education for the Granting of Scholarships

In line with the expansion of the country’s scientific diplomacy through the admission of talented and outstanding applicants from other countries to universities and institutions of higher education, the Ministry of Science’s instructions for granting scholarships, specifically for international applicants introduced by universities and institutions of higher education, are hereby announced as follows. All selected public universities and institutions of higher education affiliated with the Ministry of Science that have permission to admit international students from the Admission Working Group may, according to the conditions of this instruction, introduce talented and outstanding international applicants to the Organization for the granting of scholarships. It is also worth noting that Razi University is honored to host foreign applicants for continuing their studies.

1. General Conditions for Applicants

    1. The applicant must not hold the citizenship of the Islamic Republic of Iran. 
    2. The applicant must have no restriction on residence or study in the Islamic Republic of Iran. 
    3. The applicant must possess a valid passport or identity documents. 
    4. The applicant must possess a valid academic degree. 
    5. For applicants to the undergraduate level, they must not have obtained their high school diploma from Iranian schools inside or outside the country. 
    6. The applicant must have a health certificate from the public health centers of their home country, approved by the Embassy of the Islamic Republic of Iran in that country.

Note 1: If at any stage it is determined that the applicant lacked any of the general conditions stated in this instruction from the outset, the Organization will independently revoke the student’s scholarship and refer the case to the General Directorate of Legal Affairs of the Organization for further proceedings.

Note 2: Any demand for, receipt of, agreement to, or intermediation in obtaining money, property, or any kind of benefit from applicants for the Ministry of Science scholarship, specifically for international students, under any title and by any natural or legal person including recruitment agencies, is considered a violation. If such a violation is confirmed or reported, the matter will be announced to the Admission Working Group for legal review and follow-up so that the prescribed penalties may be applied in accordance with the relevant regulations.

2. Specific Conditions for Applicants

2-1. Age Requirements

The applicant’s age must comply with the table below:

Note: The applicant’s age is calculated based on the date of the university president’s referral letter to the Organization.

2-2. Previous Degree Granting Institution

The university where applicants for master’s and doctoral programs obtained their previous degree must meet one of the following conditions:

  • If studied inside the country, it must be a public university.
  • If studied outside the country, the academic degree must be approved by the Ministry of Science of the applicant’s country and by the representative offices of the Islamic Republic of Iran in that country.

2-3. Minimum GPA

The applicant’s GPA in the previous academic program must comply with the table below:

Note: For applicants in engineering and basic sciences at the master’s and doctoral levels, the minimum GPA is considered to be one point lower than the threshold stated in the table above.
